Clinic Director - Jackson County Medical Clinic
JOB SUMMARY:
Under the direct supervision of the Jackson County Hospital District CEO/Administrator, directs, supervises and coordinates the operation of the District’s Rural Health Clinic. Assumes a leadership role in policy development and amendment to assure required operations are compliant. Consults and coordinates with the CEO/Administrator and CFO to assure that essential business is conducted in an organized, fiscally appropriate, professional manner. The direction of this RHC is to be accomplished in support of the District’s mission and customer service/scope of service obligations.

JOB QUALIFICATIONS:
A. Education: Associate or bachelor’s degree in business, healthcare or related discipline preferred.

B. Personal Job-Related Skills: Leadership and management abilities and effective professional oral and written communication skills. Considerable skill with the core programs in the MS Office Professional package, particularly Word and Excel.

C. Licensure, Registry or Certification: Board Certified ACMPE preferred.

D. Experience:
1. Prior Work Experience: Minimum five years supervisory experience, preferably in healthcare industry.

2. Technical Training: None required.

E. Physical and Mental Requirements: Requires extended period of sitting and lifting of items to a weight of 40 pounds. The ability to comprehend and follow routine written or verbal instructions or directions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
A. Administrative Oversight. This position is responsible for fulfilling the mission and strategic goals of the Rural Health Clinic through management of fiscal resources, coordination and communication of goals to medical staff, and performance improvement initiatives.

1. Provides fiscal and statistical information to CEO and/or CFO routinely on aspects of clinic operation as required, including patient satisfaction, patient census, and month-end financial reports.

2. Performs budget development and on-going budget compliance in support of the Clinic’s goal of becoming financially self-sustaining.

3. Establishes monitors to assure the District’s missions and goals are met in the clinic environment.

4. Implements performance improvement initiatives to assure continued enhancement of market share and availability of the required scope of service.

5. Consults with the Clinic Medical Director on matters relating to the clinic’s healthcare activities and supervision of healthcare staff.

B. Clinical Operations. The position is responsible for the oversight of the operations of a RHC. The proper execution of these tasks will assure the facility’s status as a RHC and the resultant benefits to the District and the community.

1. Develops and amends policies as required to assure compliance with regulatory standards, risk management, and quality assessment.

2. Assures that clinic hours and staffing levels are adequate to maintain the required level of customer service, inclusive of provider scheduling.

3. Supervises key personnel in the clinic to assure required accounting of patient charges, patient billing, nursing, medical records and other clerical and financial aspects.

4. Oversees Professional Development Plans for both self and personnel to meet staff development needs.

5. Assures that medical equipment is available and properly maintained to ensure required patient care and safety.

6. Organizes and conducts regular clinic operations meetings with providers, key personnel, and staff.

7. Assures that facilities are maintained in a clean and sanitary manner.

C. Program Development. The position works to ensure that the Rural Health Clinic’s mission and strategic goals are met to enhance market share, build public support and improve customer service and satisfaction. Coordination with CEO on appropriate provider staffing levels and qualifications occurs to ensure the quality of healthcare services to the community.

1. Participates in Strategic Planning contribution and resultant reporting.

2. Improves the posture of the clinic in the community by participating in local activities and coordinating promotional events and advertising to accomplish market share enhancement.

3. Conducts annual Program Review and associated regulatory requirements.

4. Assists with physician/provider recruitment as directed by the CEO.

5. Establishes patient satisfaction format and follow-up initiatives in support of the Rural Health Clinic’s goals.
