Jackson County Hospital District Phase 3

Hospital Renovation and Wellness Center

The Jackson County Hospital District is proposing an additional 4,412 square footage remodel to their existing 18,921 square foot hospital. The project will include a new Wellness Center with a Natatorium, Renovation to the existing Surgery Suite, Nurse Station, Skilled Nursing Units, Chapel, Pharmacy, public parking, site access drive, sidewalks and signage.

The entire scope listed above is for Jackson County Hospital District's Jackson County General Hospital (TDSHS Hospital License #000017) located at 1013 S. Wells Street Edna, Jackson County Texas.

The applicable codes for the project are City of Edna Building Code, 2006 International Building Code (IBC), 2006 International Fire Code, Texas Department of State Health Services (TDSHD) Facility Licensing Group - Title 25 Texas Administrative Code Chapter 133 Hospital Licensing State Regulations, Texas Department of Licensing and Regulation (TDLR) - Texas Accessibility Standards of the Architectural Barriers Act - 1999, State of Texas Energy Code (ASHRAE 90.1), Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) and The National Fire Protection Association 2003 edition, Chapter 18 New Health Care Occupancies.

The Occupancy Classification for the existing hospital will remain as an Institutional Occupancy Group I-2 per section 308.3 of the IBC. The existing Generator and Sprinkler Riser building being re-purposed for the new Electrical and Emergency Electrical building will remain the same occupancy Classification. The new Natatorium will have a 2 hour separation from the existing Hospital with an Occupancy Classification of A-4 per the IBC. The Building Construction Classification is Type IB per Section 602 of the IBC. Also, per Table 18.1.6.4 of the NFPA, construction Type IIB of a 1 story building is the permitted type of construction.

The estimated total number of occupants added are 50 Natatorium (Mercantile Pool), 36 Wellness Center (Exercise Area), 2 Electrical and Emergency Electrical building (Accessory storage area, mechanical equipment room) occupants; for an estimated total of 88 additional occupants.

The scope of the project consists of the following:

New Wellness Center (5,831 sq. ft. Rehabilitation Therapy Suite) with the following:

  • New Physical Therapy Gymnasium with Treatment Areas and support spaces

  • Provisions shall be made for thermotherapy, diathermy, ultrasonic, and hydrotherapy.
  • 4 Treatment areas: 1 Private Treatment area and 3 Treatment areas with cubicle curtains. A hand washing fixture with hands-free operable controls is provided in the Private Treatment room and one hand washing fixture will serve the 3 Treatment areas with cubicles. The flooring in the treatment areas will be seamless type.
  • A New Office for physical therapist.
  • Soiled Holding and Housekeeping are conveniently accessible to the suite. Soiled linen will be collected in bins and transported to the Hospital's central soiled linen room.
  • Storage rooms for equipment, clean linen, and supplies are provided.
  • Patient dressing areas, showers and lockers are provided.

  • A Patient Waiting area with a reception counter is provided.
  • Patient Toilets are provided.
  • A control space with supervision of activities areas is provided.
  • Wheel chairs and stretcher will be stored at the Hospital central equipment alcove which is adjacent to the suite.
  • Lockable cabinets are provided in the office to store staff personal effects.
  • Cardio and Weight-lifting Gymnasium
  • New Exercise/ Aerobics Room is provided (299 sq. ft.).
  • New Natatorium - Aquatic therapy (2,507 sq. ft.). The pool will be used to treat Patients and will be open to members of the Wellness Center during posted hours. The reception area will have access control and visual site of the pool area.
  • The pool depth will slope gradually from 4 to 5 feet.
  • Two accessible means of entry are provided for swimming pool.
  • Pool lift and Pool ramp
  • The pool will have grab bars and rails.

  • Renovation to the existing Surgery Suite

    • Replace the existing Electrical panel
    • New floor, base, wall and ceiling finishes
    • Add a new Surgery light in both Operating Rooms

    Renovation to the existing Nurse Station

    • Add a new Nurse Call System
    • New floor, base, wall and ceiling finishes

    Renovation to the existing Nursing Unit Southeast Wing

    • Renovate the existing Physical Therapy room and existing patient room on the south side of the corridor to provide the following:
    • 1 New Out-Patient Exam room
    • 4 New ADA compliant Patient Rooms with ADA compliant toilet rooms
    • 1 - 170 sq. ft. New Equipment Storage room for 16 Patient Beds (sized for 17 Patient Beds)
    • 1 New ADA compliant Isolation Room with ADA compliant toilet
    • 1 New Soiled Holding Room
    • 1 New Stretcher/ Wheel chair alcove

    • Add finishes to the Chapel
    • Renovate 3 patient rooms into 1 - 515 sq. ft. New Activity Room for 16 beds (sized for 17 Patient Beds)
    • Renovate 1 patient room into an Assist Shower room and Janitor's Closet
    • Renovate 4 existing Patient rooms to the north side of the corridor to provide the following:
      • New floor, base, wall and ceiling finishes
      • New finishes in the Patient toilet room
      • Remove the existing window mounted Air Conditioner Units located in the existing Patient rooms and replace the openings with spandrel glass panels.

      Renovation to the existing Nursing Unit Southwest Wing

      • 7 existing Patient rooms will receive the following:
      • New floor, base, wall and ceiling finishes
      • New finishes in the Patient toilet room
      • Remove the existing window mounted Air Conditioner Units and replace the openings with spandrel glass panels.

      Renovate the existing Pharmacy


      Renovate the existing Generator and Sprinkler Riser building into a finished space with air conditioning for new Electrical and Emergency Electrical services.


      Renovate the existing Parking, Site Access Drive from South Welles Street, Driveway and Sidewalks


      The Mechanical, Electrical and Plumbing scope of work are as follow:


      • Medical Gases
        • The existing Medical Air needs are addressed by bottle at each outlet requirement.  Areas with local finish renovations will remain with this service method, i.e. individual bottles at required locations. The Scope Room and PACU renovations would need to be addressed in the same manner to minimize the need for extending the Medical Air System from the ER Expansion or addition of a Manifold in the current Medical Gas Room of the existing Hospital.
        • The existing systems consist of O2 with sufficient capacity to serve existing spaces to remain, renovated space needs as well as expansion needs.  A Zone Valve will be added to the existing main distribution to serve the Isolation Patient Room construction.  Therefore all existing and new O2 Outlets will be served by one Central System.
        • The existing Hospital Vacuum System serves the OR's which utilize Flammable Anesthetizing Gases.  The Vacuum System installed in the recent ER Expansion will be extended to serve all new Vacuum Outlets in Patient Care areas to maintain separation between the two systems to limit impact upon the existing original Vacuum System.  New Zone Valves will be installed to distribute Vacuum within the renovated Hospital Areas.  Therefore two (2) separate systems will serve the renovated area.

        • Electrical Systems
        • The existing Normal and "single branch" Emergency Electrical Systems will remain as is and will continue to serve spaces with no renovation and also areas with minimal architectural surface renovations.
        • The areas which are fully renovated, Wellness Center, ADA Patient Rooms and Isolation Patent Room, will receive new power distribution served by new systems extended from the main service entrance created in the recent ER Expansion.  These new distribution systems will consist of new Normal Power and New three (3) branch Essential Systems (Critical, Life Safety and Equipment Branches).
        • The new Critical Branch Distribution will re-feed the existing "single branch" Emergency Distribution to allow decommissioning and removal of the old dual fuel natural gas / propane Generator.
        • Areas within the Hospital will be fed by two separate Normal Power Services, but will be served by only one Emergency Service.  The newly installed Distribution Systems will be installed with sufficient capacity to facilitate future "roll-over" of the current untouched services when funding is available.

        • Mechanical Systems
      • The mechanical systems serving renovated areas will consist of new DX Rooftop Units.
      • These systems will comply with current TDSHS requirements with the exception of the present Surgical Suite.  The units serving the surgical suite will be replaced on an O&M manner and will be sized to match existing distribution air-change rates.
